Turning part of a standalone garage into a small office, with a front extension for storage. Offices outside a town centre need a sequential test, so we wrote one.

01 — THE ISSUE
Office use is a main town-centre use. Outside a centre, national and local policy ask the applicant to show there are no suitable sites in sequentially preferable locations first.
02 — WHAT WE DID
We prepared a sequential test assessing the alternatives against the size and nature of the use, and agreed with the case officer to narrow the description to office use only, so other Class E uses unsuitable for a residential street were ruled out. The council’s policy team raised no objection.
